Looks like this is their website <http://www.trapwire.com/> (I think it's legitimate--whois reports that the website is registered to Abraxas Applications).
"Utilizing a proprietary, rules-based engine, TrapWire detects, analyzes and alerts on suspicious events as they are collected over periods of time and across multiple locations."
"TW-LE (TrapWire Law Enforcement) provides the ability to gather, analyze and disseminate information about surveillance and logistical activities occurring across an entire geographic region, including information gathered via TW CI and TW CM deployments"
As one of the reports stated, weird that Wikileaks has been hit by a massive DDoS while the company running TrapWire has a website advertising it.

Besides the potential for abuse of power in a surveillance state, and the lack of public input, it's further concerning that this is run by a private company which determines what counts as 'suspicious'. (More reminiscent of Max Headroom than 1984 in that sense, I think.) I think that's probably about all we'd need to say if it hits the mainstream media.

2) Usage in security, where the feed from the camera is not connected

I completely disagree with this proposal. Sending your CCTV video offsite if you have the bandwidth is just good sense. Prime example; if Kim Dotcom had been dumping video direct to an undisclosed server somewhere, he might still have that footage or the police raid now.

I think we need to have a longer think about exactly what part of trapwire we find offensive, and how to deal with that in a way that doesn't impact on more reasonable use of CCTV.
