Thomas Beagle of Tech Liberty did a talk recently on how privacy laws are behind what technology allows. For example widespread automatic numberplate recognition lets the government track the movement of large number of vehicles just as effectively as GPS tracking devices could. We have laws that require a warrant to use GPS tracking, but nothing to protect us from the same kind of vehicle tracking from a network of numberplate cameras.
This is the sort of thing that needs to be part of our privacy policy.
