When it comes to getting campus organisations started, Orientation is really not the best time. Students are really busy getting themselves organised for the year, partying their brains into crumble, and fending off recruiters from every student group in existence.
I would suggest organizing some film screenings, and inviting everyone who attends to join a student group on free culture issues. Some films you could show:

So far this discussion has been about getting 'Young Pirates' groups going. Can I suggest a different approach? How about we help to get branches of Students for Free Culture (SFC) set up on each campus in the country?

Once it's up and running, it could promote and support many different free culture organisations (eg CreativeCommons, Open Source Society), and agitate and organise around free culture issues (privacy, open government, software patents etc). To the degree that other parties fail to take these issues seriously, or come up with policy that adequately addresses them, SFC members would gravitate towards the PP.
