I see the problem as being lacking a vehicle in which to act on information. I felt very similar about the whole 'occupy' movement. Sure it made the news and raised awareness but where does it stand now? The thing that angered me is that there appeared to be no clear options for someone to get involved in making a change other than 'come on down and join the movement'. I see wikileaks falling into the same trap. It raises awareness and encourages discussion, but there is no clear way for people to become directly involved in acting on that information. Eventually people will just forget about it. It's not that people are apathetic, there just isn't an easy way to involve them in decisions that will actually make a change.
